简要规格描述或项目基本概况介绍、用途：为进一步完善**区电影城乡布局，解决发展不平衡、不充分的问题。在农村地区，解决公益放映市场存在的机制不够完善、配套保障有待提升等问题。通过加强规划布局，完善政策机制，做好服务保障，及时补齐短板，推进南汇**、乡镇影院建设及新型农村电影放映示范点工作，提高放映效率、提升观影质量，落实城乡统筹发展要求，助力乡村**战略，增进民生福祉。根据**市电影局下发的《关于推进五个**、乡镇影院建设和农村电影放映工作的意见》力争到“十四五”期末，全市打造100个以上新型农村电影放映示范点。其中**区需要完成23个新型农村电影放映示范点的打造，2025年需完成7个新型农村电影放映示范点的电影设备采购，为市民提供高品质的观影环境。（具体内容及要求详见招标文件第三章—采购需求书。）

Brief specification description or basic overview of the project: In order to further improve the urban-rural distribution of films in Pudong New Area and address the issues of unbalanced and insufficient development. In rural areas, problems such as the imperfect mechanism and insufficient supporting guarantees in the public screening market need to be addressed. By strengthening planning and layout, improving policy mechanisms, providing good services and guarantees, promptly filling the gaps, promoting the construction of cinemas in Nanhui New Town and townships, as well as the demonstration projects of new rural film screenings, improving screening efficiency and enhancing viewing quality, implementing the requirements of urban-rural coordinated development, supporting the rural revitalization strategy, and enhancing people's livelihood welfare can be achieved. 合同履约期限：合同签定后45天到货并安装调试完毕，验收后提供2年免费质保服务。

The Contract Period: The goods will be delivered and installed and debugged within 45 days after the contract is signed. After the acceptance, a 2-year free warranty service will be provided.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(b****点击查看政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格扣除优惠；（2****点击查看监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policy for Supporting Small and Medium-sized Enterprises: This project is not specifically designed for procurement from small and medium-sized enterprises. During the evaluation process, products from small and micro enterprises enjoy a 10% price deduction discount; (2) Support for prison enterprises and welfare units for the disabled, and treat them as small and medium-sized enterprises; (3) Policy for Prioritized Procurement of Energy-saving and Environmental Protection Products: Under the same conditions in terms of technology, services, etc., products listed in the product catalog of energy conservation and environmental protection products published in Document No. 18 of Finance Department [2019] and Document No. 19 of Finance Department [2019] will be given priority for procurement; for products marked with "★" in the energy-saving product catalog, mandatory procurement will be implemented. (See the bidding documents for details)

(c)本项目的特定资格要求：1、符合《****点击查看政府采购法》第二十二条的规定；

(c)Specific qualification requirements for this program: 1. Compliant with the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
2. Not included in the list of "Credit China" (www.****点击查看.cn) or the China Government Procurement Network (www.****点击查看.cn) for失信executive， major tax violation subjects， or serious illegal and dishonest behavior records in government procurement；
3. This project does not allow subcontracting.
